This paper makes the case for integrated ecosystem-based management, which combines value creation and the safeguarding of ecosystem health.

Summary

Drawing lessons from previous successes and failures, the paper identifies existing impediments in policy and practice and lays out a set of steps and guiding principles towards successfully integrated ocean management. It assesses current opportunities to accelerate progress and the impact of these opportunities on jobs and equity.

On 20 May 2020, the paper was launched through the webinar ‘Integrated Ocean Management’, featuring Blue Paper authors Jan-Gunnar Winther, Minhan Dai, Marie Antonette Juinio-Meñez, and Amy Trice, as well as Portugal’s Ocean Sherpa and Minister of the Sea, Ricardo Serrão Santos, and Norway’s Special Representative for the Ocean, Vidar Helgesen.

Along with the WRI blog ‘Integrated Ocean Management: 5 Success Stories of Ocean Health and Wealth’, The Economist Group’s World Ocean Initiative published ‘Integrated ocean management can accelerate blue growth’ by Secretariat team members Eliza Northrop and Ines Aguiar Branco, and Blue Paper author Jan-Gunnar Winther.

On 8 June 2020, Xiamen University hosted a regional launch of this Blue Paper, featuring eight guest speakers from research institutions, government agencies, private sectors, and NGOs for an in-depth panel discussion. To support this launch, Xiamen University translated ‘Integrated Ocean Management’ into Chinese.

A version of the paper was also published in Nature Ecology & Evolution on 17 August 2020.
